Description / Scope of Work
The National Highway Authority (NHA), Punjab-North Region, invites bids from qualified constructors for routine maintenance works on multiple national highway sections across Pakistan's federal infrastructure network. This procurement encompasses 49 individual contracts covering maintenance activities on National Highway N-5 (approximately 490 kilometres of segments), National Highway N-60 (up to 18.4 kilometres), National Highway N-80 (up to 100 kilometres), and the Lahore-Eurasian Belt Project corridor (LEBP), with total engineer's estimates ranging from 6.27 million to 12.05 million Pakistani Rupees per contract location. The works include routine surface maintenance, repairs, and upkeep of critical national transport corridors serving inter-provincial connectivity and regional trade routes.
Bidders must be registered with the Income Tax Department as active taxpayers with the Federal Board of Revenue and hold valid Pakistan Engineering Council registration for the year 2026 in categories C-5 and above (CE01 or CE10). Each bid requires bid security equivalent to two percent of the engineer's estimate for the respective location, submitted as Post Office Order or Call Deposit Receipt in favour of National Highway Authority (Road Maintenance Fund-Security Deposit). Contractors must provide substantiated and accurate information; any unsubstantiated data or information from default firms will result in disqualification and potential legal action.
Bidding documents containing the single-stage two-envelope procurement method, detailed terms, and conditions are available for free download from the NHA e-bidding website. Bids must reach the National Highway Authority office at Shahpur Interchange, Thokar Niaz Baig, Multan Road, Lahore on or before July 9, 2026 by 1100 hours. Technical bids will be opened on the same day at 1130 hours in the presence of bidders or their authorized representatives. Financial bids of qualified bidders will be opened sequentially, and any firm declared the lowest evaluated bidder in two routine maintenance contracts for fiscal year 2026-27 will have its remaining bids rejected. All firms must register on the EPADS (PPRA) portal at www.eprocure.gov.pk, as manual hard-copy submissions will be eliminated in future procurements.
