Description / Scope of Work
This tender invites bids for the reconstruction of National Highway N-5 Section-2 (Ranipur-Rohri Road) spanning 70 kilometres, under Pakistan's Resilient Recovery, Rehabilitation and Reconstruction Framework Project Phase I-A, which covers 141 kilometres in total. The project is located in Sindh Province and represents a major infrastructure rehabilitation initiative to restore critical national highway connectivity. The estimated total construction cash flow requirement for this section is PKR 5.659 billion or approximately US$ 20.211 million. This addendum (No. 03) introduces amendments to the original tender documents, including revised financial capability criteria and enhanced provisions regarding Joint Venture participation and Lead Partner involvement in project management.
Eligibility requirements mandate that tenderers demonstrate substantial financial resources to meet or exceed the total construction cash flow requirements. For single entities, financial capabilities must meet 100 percent of the requirement. For Joint Ventures, all members combined must meet the full requirement, each member must demonstrate at least 25 percent of the requirement, and one member must meet 40 percent of the requirement. Foreign tenderers and Joint Venture partners are required to submit letters confirming permission to work in Pakistan from their respective authorities or embassies prior to contract signing. Additionally, for Joint Ventures, the Lead Partner must maintain active and continuous involvement in contract management and delivery, with key personnel identified in the tender remaining substantively engaged in oversight, coordination, decision-making, and performance monitoring. All tenderers must submit audited financial statements for the last three financial years to demonstrate current financial soundness, with minimum positive net worth for the final year.
