Description / Scope of Work
Tehsil Head Quarter Thal (MNS) Hospital Layyah, operating under the Health and Population Department of the Government of Punjab, invites sealed bids for framework contracts for the financial year 2026-27. The procurement comprises three separate lots: Lot 1 for Surgical Items, Lot 2 for Electrical Items, and Lot 3 for Miscellaneous Items, each with an estimated cost of PKR 10,00,000. The contracts will be executed on a free delivery to consignee's end basis directly to the hospital located in Layyah district. This is an open competitive bidding process following the single stage two envelope procedure as prescribed under the Punjab Procurement Rules 2014 (amended to date). The total procurement value across all three lots is PKR 30,00,000, aimed at fulfilling the hospital's supply requirements during the 2026-27 financial year.
Eligible bidders include manufacturers, importers, distributors, sole agents, government contractors, and general order suppliers who are registered income tax filers with valid sales tax registration. Bidders must provide a bid security equal to 2% of the estimated cost for each lot they are participating in, submitting it in the form of a CDR or bank guarantee from any scheduled bank of Pakistan in favour of MS THQ Thal (MNS) Hospital Layyah. An additional security bond or e-stamp of worth Rs.100 attested by an oath commissioner is required, along with an affidavit confirming the bidder's commitment to tender rules and confirmation of no ongoing legal proceedings against any government institution. Bidders under declaration of ineligibility for corrupt and fraudulent practices by any government, local body, or public sector organization are excluded from participation.
Bidding documents are available for download from the E-PADS website and the Punjab Procurement Regulatory Authority website (www.ppra.punjab.gov.pk) until 11:00 AM on 09-07-2026. Sealed bids must be delivered to the office of the Medical Superintendent, Admin Block THQ Thal MNS Hospital Layyah, on or before 11:00 AM on 09-07-2026. Bids will be opened at 11:30 AM on the same date in the presence of bidders' representatives. Bidders must submit their best and final prices inclusive of all taxes, duties, and levies, with no negotiations expected. Required documentation includes NTN, sales tax registration certificate, and other documents specified in the bidding documents.
