Miscellaneous Aviation Spares Supply by Central Aviation Spares Depot

The Central Aviation Spares Depot (EME) at Qasim Army Aviation Base in Dhamial Camp, Rawalpindi, Punjab, invites sealed tenders from reputed firms holding NTN certificates for the supply of miscellaneous aviation spares. The procurement covers approximately 30 items required for the complete financial year 2026-27, with delivery scheduled for 30 days for local stores and 90 days for foreign stores. Purchase orders will be placed in batches according to immediate requirements, and the quoted rates must remain valid until 30 June 2027. This procurement falls under PPRA rules and is open to suppliers with no pending deliveries from the previous financial year.

Eligible bidders must be registered with the Central Aviation Spares Depot or possess valid Military Intelligence Directorate security clearance for interaction with the Army. Firms must submit a non-refundable tender fee of Rs 3,000 and bid security equivalent to 5 percent of the total bid amount as a pay order or bank draft in the name of the Commandant CASD. Technical offers must include brand names, specifications, country of origin, manufacturer certifications, and authorization documents for all branded items to be imported. All supplies must have at least 80 percent of their shelf life remaining at delivery and will be subject to inspection and testing by appointed boards, with all associated costs borne by the supplier.

Technical and commercial offers must be submitted in separate sealed envelopes clearly marked and must reach the tender box at CASD (EME) Rawalpindi by 17 August 2026 at 10:30 hours. The technical offers will be evaluated first, and opening of commercial offers will be communicated separately to qualified bidders. Prices must be quoted in Pakistani currency inclusive of all applicable taxes and duties, delivered to locations across Pakistan, with payment made through the Controller Military Accounts Rawalpindi after acceptance of ordered stores. Authorized firm representatives must attend the opening proceedings, and the Commandant CASD reserves the right to accept or reject any or all offers.
