Description / Scope of Work
Pakistan State Oil Company Limited (PSO) invites quotations for the supply of HDPE Injection Grade plastic material for manufacturing of plastic caps used in lubricant cans. The procurement is for 11,000 metric tons of high-density polyethylene injection grade material, sourced from Sindh province and delivered to Keamari Terminal C in Karachi. The material must meet specific technical requirements including a density of 0.954 to 0.956 kg/m³, tensile strength at yield of 23–32 MPa, tensile elongation at break exceeding 200%, and a brittleness temperature below minus 75 degrees Celsius. The material must be compatible with mineral and synthetic lubricants, packed in 25-kilogram bags, and conform to Sabic M200056 standard or an approved equivalent. The requested quotation reference is LM-19735YP, SAP Number 6100017052, and quotations must be submitted by July 7, 2026.
Bidders must meet PSO's eligibility requirements and comply with all terms and conditions specified in the request for quotation. All government taxes and transportation charges must be included in the quoted prices on a FOR (Free on Rail) basis. Part delivery and part payment are permitted provided that no single consignment is less than four metric tons. Suppliers must provide a product quality and analysis report with each consignment. Manufacturers are liable for liquidated damages if material does not conform to specified standards. PSO reserves the right to test any supplied material at the vendor's cost through an independent reputed laboratory and to cancel purchase orders after serving three notices of non-compliance, particularly regarding quality or timely delivery. Late delivery will incur penalties at 0.1% of the purchase order value per day, subject to a maximum of 10% of the order value.

Interested vendors should carefully review all technical specifications and contractual obligations before submitting quotations. The delivery period is 30 days after purchase order issuance.
