Description / Scope of Work
Ghulam Ishaq Khan Institute of Engineering Sciences and Technology (GIKI), located in Swabi, Khyber Pakhtunkhwa province, is procuring non-consultancy services for the procurement, implementation, configuration and support of a Learning Management System (LMS) for the USTP Project. The project has reserved funds for FY 2026-27 and seeks to engage an eligible service provider through open competitive bidding using the Single Stage-Two Envelope procedure with Quality and Cost Based Selection (QCBS) technique in line with the Public Procurement Rules, 2004. The contract will cover system procurement, full implementation, configuration services and ongoing technical support to establish and maintain the LMS platform for the institute's educational delivery needs.
Bidders must be registered on EPADS v2.0 and must meet specified eligibility criteria. All bids must be accompanied by bid security in the form of a Pay Order, Banker's Cheque, Call Deposit or Bid Securing Declaration as per the prescribed format. Bidders are required to submit their proposals in accordance with the technical specifications and scope of work detailed in the bidding documents. The evaluation will consider both technical and financial components to ensure quality service delivery and value for money.
E-bidding documents containing detailed terms, conditions, specifications and requirements are available on the e-Pak Acquisition and Disposal System (EPADS) at https://vendors.epads.gov.pk/. E-bids prepared in accordance with the bidding instructions must be submitted through EPADS v2.0 on or before the specified closing date.
