Description / Scope of Work
The National Highway Authority (NHA) invites competitive bids for fifteen routine maintenance contracts covering a 290-kilometre stretch of national highway under Maintenance Region M-14, located in Mianwali, Federal Pakistan. The procurement encompasses routine maintenance works divided into fifteen separate contracts, each covering 20-kilometre sections from KM 00 to KM 290, with estimated values ranging from PKR 13,205,033 to PKR 13,205,034 per contract. The total project scope represents significant routine maintenance and upkeep activities essential for highway safety and functionality in the region.
Eligible bidders must be registered with the Income Tax Department, listed on the Federal Board of Revenue's Active Taxpayers List, and hold valid registration with the Pakistan Engineering Council in Category C-5 or above with specialization in CE-01 and CE-10. Each contract requires a bid security of PKR 264,101, calculated at 2 percent of the engineer's estimated cost. Bidders must demonstrate financial and technical capacity to undertake routine maintenance operations on national highways and comply with all qualification requirements stipulated in the bidding documents.
Bid documents are available for free download from the NHA e-bidding portal at www.ebidding.nha.gov.pk from 23 June 2026 onwards. Bidders are required to register on the EPADS system at www.eprocure.gov.pk, as manual submissions will no longer be accepted. Sealed bids must be submitted on or before 9 July 2026 at 1200 hours to the General Manager (Maintenance) M-14, National Highway Authority, Bhattian Wala, Opposite Khyber Petroleum, Sargodha Road, Mianwali. Technical bids will be opened on the same day at 1230 hours. The procurement method is Single Stage Two Envelopes, and financial bids of only qualified technical bidders will be opened in sequence, with the restriction that if any firm is declared lowest evaluated bidder in two RM contracts, its further bids will not be opened.
