Description / Scope of Work
The National Highway Authority (NHA) invites e-bids for thirteen routine maintenance contracts on the national highway network comprising seven contracts on N-130 and six contracts on N-135 for the fiscal year 2025-26. The procurement covers routine maintenance works across different segments of these highways, with estimated costs ranging from approximately 9.7 million to 25.5 million Pakistani rupees per contract. The scope includes maintenance activities on N-130 segments from kilometre 0 to 129 and N-135 segments from kilometre 0 to 120, spread across the Punjab West region. Total procurement value across all thirteen contracts exceeds 300 million rupees, representing significant infrastructure maintenance investment for road safety and upkeep.
Bidders must be registered with the Income Tax Department and listed as Active Taxpayers by the Federal Board of Revenue. Contractors must hold valid registration with the Pakistan Engineering Council in the specified specialization categories (C-5, CE-01, and CE-10) relevant to road maintenance works. All firms are required to obtain EPADS registration through www.eprocure.gov.pk immediately, as manual hard copy bids will no longer be accepted in upcoming procurements. Bidders may apply for multiple works but will be awarded a maximum of two contracts based on lowest bid evaluation, subject to financial capacity verification as per audit reports.
Bidding documents prepared under single-stage two-envelope procurement methodology are available for free download from www.ebidding.nha.gov.pk. The technical e-bids must be submitted on or before July 14, 2026 at 1100 hours, with technical opening scheduled for 1130 hours the same day.
