Description / Scope of Work
Sui Northern Gas Pipelines Limited (SNGPL) invites sealed bids for the supply of lube oil under tender enquiry reference LEP-009/26. This procurement is issued by the company's Procurement department to source lubricating oil products required for operational use. The tender is open to qualified bidders and will be evaluated on technical and financial merit. Bids must be submitted in compliance with the Schedule of Requirement and Delivery, Technical Specifications, and Price Term Sheet as detailed in the tender documents. The scope includes delivery to specified stores in Punjab as per the delivery schedule provided in Appendix B. All quotations must be priced on a free delivery basis in Pakistani rupees inclusive of all government taxes, duties, and levies except sales tax, which should be mentioned separately if applicable.
Eligible bidders must demonstrate qualification as per Appendix A and possess valid sales tax and income tax registration certificates. A bid bond in the form of a bank guarantee or pay order is mandatory and must reach the company before the bid closing date, failing which the bid will not be considered for evaluation. Only one authorized representative of each bidder is permitted to attend the public opening of bids, who must carry an authority letter in the prescribed format. Bidders are required to submit a price reasonability certificate, professional tax clearance certificate, and certificate of full disclosure and non-collusion along with their technical proposal. Any attempt to obstruct competition or form cartels will result in bid rejection and potential debarment from the approved manufacturers list.
Bid documents are available upon request and should be obtained from SNGPL. All bids must be submitted in dual sealed envelopes through online Federal PPRA E-PADS system and in hard copy form at the General Manager Procurement office, Gas House, 1st Floor, 21 Kashmir Road, Lahore, on or before 14 July 2026 at 1430 hours. Technical proposals will be opened initially, followed by financial proposals of technically compliant bidders. The bid validity period is sixty days from the closing date.
