The U.S. Embassy in Islamabad invites price quotations from qualified vendors for the supply of Type II Mineral Oil meeting IEEE C57.106 standards for use in Automatic Voltage Regulators (AVR) and Vacuum Fault Interrupters (VFI). The procurement requires 4,576 liters of mineral oil equivalent to 22 drums of 208 liters each, along with estimated transportation and delivery charges to the embassy location in Islamabad, Federal Pakistan. This is a Firm-Fixed Price Purchase Order to be awarded to the lowest-priced, technically acceptable bidder based on assurance of genuine products, timely delivery, and competitive pricing.
Eligible bidders must possess a physical business address and demonstrate good financial health with supporting evidence. Authorized dealers and distributors holding valid manufacturer certificates for dealership or distribution will receive preference in evaluation. All offerors are subject to contractor vetting as a condition of award to evaluate risk that funds may benefit terrorist organizations or pose national security concerns. Offerors may be required to submit information on DS Form 4184 regarding company details and key personnel. Failure to pass vetting or submit requested information may result in rejection of the proposal.
Vendors must submit quotations on company letterhead via email to HussainM3@state.gov on or before September 4, 2026, including their client reference list for similar supplies delivered within the last two years. Delivery must be completed within 25 to 30 days of purchase order approval to U.S. Embassy Ramna 5, Diplomatic Enclave Islamabad, Monday through Friday between 9:00 a.m. and 3:30 p.m. Vendors must contact the embassy at least three working days prior with driver details, valid identification, NADRA verification, and vehicle particulars. Payment will be made within 30 days via Electronic Funds Transfer upon submission of legitimate invoices to the Financial Management Officer.
