Description / Scope of Work
Hyderabad Municipal Corporation invites consultancy services for planning, design and construction supervision for the construction of Shaheed Zulfiqar Ali Bhutto Sports Park at Giddu Chowk, Latifabad, Hyderabad, Sindh. The project scope encompasses comprehensive engineering consultancy covering all planning, design and construction supervision phases. Interested bidders should register their firm(s) or company(ies) on the SPPRA website at EPADS portal for submission of electronic bids. The procurement follows a single-stage two-envelope procedure where technical and financial proposals must be submitted online via the SPPRA e-Procurement System EPADS at http://portalsindhq.eprocurement.gov.pk.
Proposals are invited from reputable engineering consultants having at least 20 years experience with valid Pakistan Engineering Council (PEC) registration certificate. Bidders must possess relevant project experience codes along with enrollment on the Active Taxpayer List of Federal Board of Revenue and Board of Revenue, Government of Sindh. Detailed eligibility criteria are provided in the RFP document. Bid security and technical financial expertise are mandatory requirements.
Proposals must be submitted online on or before 09 July 2026 by 02.00 PM. Technical proposals will be opened on the same date at 2.30 PM at the Office of the Municipal Commissioner, Hyderabad Municipal Corporation, in the presence of the Consultant Selection Committee. Consultants must submit proposals strictly in accordance with Instructions to Consultants, Data Sheet of ITC and RFP Notice. The RFP documents can be downloaded from the EPADS portal at http://portalsindhq.eprocurement.gov.pk. Pre-bid conference will be held as mentioned in the RFP.
