Description / Scope of Work
Universal Service Fund (USF), a guarantee limited company registered under the Companies Act 2017, invites sealed bids from well-reputed firms and companies for provision of support services related to the new DTS portfolio and upgradation of existing TEMs DT hardware. The project falls under USF's mandate to plan, develop and execute telecommunications network projects in unserved, underserved and remote areas of Pakistan. The tender is issued from USF's office in Islamabad, Federal province, and follows an open, competitive and transparent bidding process in accordance with the Public Procurement Regulatory Authority (PPRA) Ordinance, 2002, and the Public Procurement Rules, 2004.
Bidders must be registered with the Federal Board of Revenue (FBR) for both Income Tax and Sales Tax. A bid security of PKR 200,000 (Pakistani Rupees Two Hundred Thousand Only) in the form of a CDR, Pay Order or Demand Draft, issued in the name of Universal Service Fund, is mandatory. The bid security must be attached and uploaded on the e-Pak Acquisition & Disposal System (e-PADS) platform with the original document submitted to the procuring agency before the closing time of bid submission. No alternative financial instruments or payment modes for bid security shall be acceptable.
Bids comprising both technical proposal and financial proposal must be submitted on the e-PADS platform, and attachment on e-PADS is mandatory—failure to attach will result in bid rejection. The bidding process adopts a Single Stage, one Envelope procedure as per Rule 36(a) of the Public Procurement Rules, 2004.
