Description / Scope of Work
FESCO invites Request for Proposals (RFP) for engaging a qualified consultant to conduct a comprehensive study on the technical and financial impact of distributed solar photovoltaic (PV) integration on distribution utility operations and infrastructures. This procurement is financed from reserved funds allocated for the fiscal year 2026-27 and represents FESCO's commitment to advancing renewable energy integration within its distribution network in Faisalabad, Punjab. The scope encompasses analysis of technical feasibility, financial implications, operational challenges, and infrastructure requirements necessary for large-scale distributed solar PV deployment across FESCO's service territory.
Eligible bidders must be registered on the e-Pak Acquisition and Disposal System (EPADS) v2.0 platform. All proposals must be accompanied by bid security in the form of pay order, banker's cheque, call deposit, bank guarantee, demand draft, or bid securing declaration as prescribed in the bidding documents. Consultants and firms are required to meet specified technical and financial qualification criteria outlined in the e-bidding documents. The procurement will follow the Single Stage-Two Envelope procedure under Open Competitive Bidding methodology, utilizing Quality and Cost Based Selection (QCBS) technique in accordance with Public Procurement Rules 2004.
Bidding documents are available on EPADS v2.0 at https://vendors.epads.gov.pk/. Interested consultants must submit their RFPs through EPADS v2.0 on or before Tuesday, July 21, 2026 at 11:00 AM, with proposals opening at 11:30 AM the same day. Manual submissions will not be entertained. Consultants not yet registered on EPADS v2.0 should register at https://vendors.epads.gov.pk/ with registration tutorial available on YouTube. For grievance redressal, a Grievance Redressal Committee has been notified under Rules 48 of Public Procurement Rules 2004.
