Description / Scope of Work
The Government of the Punjab, through the Center for Professional Development of Public Prosecutors (CPD), invites competitive bids for a framework contract covering the supply of food menus and items for the year 2026-27. This is a single-stage two-envelope bidding process conducted under the Punjab Procurement Rules, 2014, as amended. The procurement encompasses the supply of various food items and menu planning services to support the operations of the center in Punjab. All prospective bidders are required to submit comprehensive technical and financial proposals in separate sealed envelopes marked accordingly.
Bidders must meet specified eligibility and qualification criteria and possess valid documentary evidence supporting their technical and financial capabilities. A tender security or bid security in the prescribed amount must accompany each bid submission to ensure compliance and good faith participation. All bids shall be evaluated on an accumulative cost basis, with preference given to the lowest evaluated bidder meeting all technical requirements and specifications outlined in the bidding documents.

Bidders must submit all required documents without excuse, and bids lacking proper documentary evidence or undertakings shall be rejected at the initial stage. Technical proposals will be opened first and evaluated independently of financial proposals. Following technical approval, financial proposals of qualified bidders will be opened at a publicly announced date, time, and venue within the bid validity period.
