Description / Scope of Work
The Water and Sanitation Agency, Lahore (WASA), Punjab Water and Sanitation Authority invites bids from registered suppliers and contractors for the provision of a rental 1000-KVA generator to be installed at the LMP Disposal Station in Lahore. This procurement is issued under tender reference XEN-I(M)/141/2025-26 with an estimated cost of Rs. 3,959,017.20. The generator rental service is required to support operations at the LMP Disposal Station facility managed by WASA in Lahore, Punjab. The procurement will be executed through the e-PADS (electronic Procurement and Auctions System) of the Punjab Procurement Regulatory Authority (PPRA) in accordance with PPRA Rules 2014 and Punjab Procurement Regulations 2024.
Eligibility requirements stipulate that bidders must be registered on e-PADS as per Regulations 7(1) of PPRA Regulations 2024, possess a valid Professional Engineers Council (PEC) license in category C-6 or above, and maintain active filer status with valid NTN (National Tax Number) and PNTN (Provincial Tax Number) certificates. Bidders must submit a Bid Security in the form of a CDR, Bank Guarantee, Purchase Order, Demand Draft, or Banker's Cheque (excluding insurance bonds) amounting to Rs. 118,771 (3% of estimated cost) in favor of XEN-I(Maintenance) WASA, Lahore. The bid security must be uploaded on e-PADS in soft copy format, with the original hard copy submitted physically to the office located at Opposite 23, Main Gulberg, OHR No. 1, before the e-bid submission deadline.
Bidding documents are available on the e-PADS platform at https://punjab.eprocure.gov.pk and the PPRA website at https://ppra.punjab.gov.pk. A Single Stage Two Envelope bidding procedure will be adopted, with technical bids to be submitted by 11-07-2026 no later than 10:30 AM and opened on the same day at 11:00 AM. All bids must be submitted electronically through e-PADS as PDF files only; manual bids will not be accepted. Bidders are required to provide NTN certificates, PRA certificates, and quote rates both in figures and words for standardized items with percentage above or below the schedule of rates. Technical evaluation will be conducted without reference to price, and only substantially responsive technical bids will qualify for financial bid opening.
