Pakistan Reinsurance Company Limited (PRCL), under the Ministry of Commerce, Government of Pakistan, invites electronic bids from eligible insurers for insurance coverage on three Non-Marine CAT XOL Treaty accounts for the period 01-09-2026 to 31-08-2027 on a tentative basis. The three insurance accounts comprise the Main Program, Top Layer, and Private Layer treaty structures, all offered on a Non-Proportional basis. This tender is open to all potential bidders meeting the eligibility requirements and is being conducted in accordance with Public Procurement Rules 2004 and related regulatory guidelines. The procurement is managed from PRCL's headquarters in Karachi, Sindh, and involves the placement of reinsurance capacity across multiple treaty layers to manage catastrophic exposure across the organization's portfolio.
Bidders must be eligible insurers or reinsurance entities with the necessary regulatory approvals and valid licenses to conduct insurance business in Pakistan or internationally. The bidding shall follow the Single Stage Two Envelope procedure as outlined in the Public Procurement Rules 2004. E-bidding documents containing detailed terms, conditions, specifications, and technical requirements are available on the EPADS version 2.0 portal at https://vendors.epads.gov.pk/. All potential bidders are required to register on the EPADS platform to access tender documentation and submit their responses electronically.
Electronic bids must be submitted through EPADS version 2.0 no later than 29th July 2026 at 11:00 AM Pakistan Standard Time, with technical bids opening on the same day at 11:30 AM. Manual submissions will not be accepted. A registration tutorial is available on YouTube for bidders unfamiliar with the EPADS process. PRCL reserves the right to accept or reject any or all bids within the purview of the Public Procurement Rules 2004.
