Description / Scope of Work
The Finance Department, Government of Balochistan, invites Request for Proposal (RFP) from reputed and qualified legal firms and professional advisory firms for providing comprehensive legal, regulatory and advisory services for registration, incorporation, licensing and regulatory compliance of the proposed Bank of Balochistan. The services will also extend to liaison with the State Bank of Pakistan, Securities and Exchange Commission of Pakistan, Federal Board of Revenue, provincial tax authorities and other relevant regulatory forums. This is a significant engagement for establishment of a new banking entity in Balochistan province with multi-jurisdictional regulatory requirements.
Eligibility criteria require firms with relevant experience in banking, corporate, regulatory, taxation and financial sector laws. Prospective bidders must have completed assignments of similar nature and complexity. The bidding firm must be registered with relevant regulatory and tax authorities and must not be blacklisted by any procuring agency of Pakistan. Only firms meeting these stringent qualifications will be considered for financial evaluation.
Proposals must be submitted online through the BPPRA e-procurement system only, with no manual or physical submissions accepted. Technical proposals of responsive and qualified firms will be evaluated, followed by financial proposal opening. Incomplete proposals or those received after the deadline of 13 July 2026 at 10:00 AM will not be considered. Tender opening follows on the same day at 11:00 AM in the Finance Department. The procuring agency reserves the right to accept or reject any or all proposals. Interested firms should obtain detailed RFP documents from the BPPRA portal.
