National Logistics Corporation invites tenders for the supply, installation and net metering of solar systems with a capacity of 1 megawatt on an on-grid basis at NLC Log Parks located in Karachi, Lahore and Rawalpindi, Punjab. The tender is being conducted under PPRA Rule 36D using a two-stage, two-envelope bidding procedure. The project encompasses complete turnkey solar installation services including site survey, detailed design with drawings, load calculations, solar cost benefit analysis, net metering interface requirements, and commissioning at all three specified locations. Interested bidders must submit their responses in accordance with the detailed eligibility and bid qualification criteria outlined in the tender document.
Eligible participants must be AEDB-registered firms with Category C-1 certification for solar on-grid applications, hold valid PEC membership in Category C2, and demonstrate substantial experience with turnkey solar projects of 1 megawatt or above across Pakistan. Bidders must provide proof of minimum 7 to 10 years of solar installation experience with at least 10 commissioned projects of minimum 1 megawatt capacity, supported by user feedback. The average cumulative turnover of the firm over the last three years should be Rs 3,000 million or above, evidenced by audited financial reports. Authorized dealers of Tier 1 OEMs with backup support services in Pakistan are also eligible. Bid security is required along with a tender fee, valid AEDB and PEC certificates, NTN/STRN documentation with 100 percent tax compliance, authorization letters from OEMs, complete technical equipment data, 90 days offer validity, and a non-blacklisting certificate on e-stamp or affidavit of Rs 100.
Bidders must ensure supply and installation within 120 days and net metering completion within 60 days after installation at the respective log parks. The first pre-bid meeting will be held on 3 July 2026 at 1100 hours at HQ NLC, Harding Road Support Branch Conference Room, where prospective bidders must deliver a 5 to 10 minute introductory presentation on company eligibility and profile. All quoted equipment must be brand new with manufacturer authorization letters, complete technical printed details and original brochures in English, and 10 years guaranteed availability of spare parts and after-sales service in Pakistan. Firms may submit partial bids for one or more projects, and stamp duty of 0.25 percent against the total contract value is the responsibility of the contractor.
