District Council Ghotki invites bids for the procurement of Solar Plates 180 Watts and Solar Street Lights 500 Watts for distribution to underprivileged persons across five union councils in Taluka Mirpur Mathelo, District Ghotki, Sindh. The estimated procurement value is Rs. 25,300,000. This is a goods supply contract under the Sindh Public Procurement Regulatory Authority framework, conducted through single-stage two-envelope bidding methodology. Bids must be submitted electronically on ePADS in accordance with SPP Rules 2010.
Eligible bidders must demonstrate prior experience with at least one similar goods supply contract valued at minimum 80 percent of the estimated cost completed within the past five years, supported by satisfactory completion certificates. Bidders require valid NTN registration with the Income Tax Department and active tax payer status, SRB registration with three years of income tax returns, and bank certification of creditworthiness equivalent to at least 15 percent of the estimated cost based on average balance over five financial years. A tender fee of Rs. 2,000 (non-refundable) and bid security at 5 percent of estimated cost must accompany submissions. Annual audited financial reports from ICAP-registered firms for the last three years are mandatory. Bids must include original undertakings on judicial stamp paper confirming no blacklisting and technical proposals with numbered, attested pages.
Electronic bid submission closes on the specified date and time on ePADS; original tender fee and bid security instruments must be delivered to the procurement agency before the electronic submission deadline. Technical proposals will be opened before the procurement committee in the presence of authorized contractor representatives holding valid CNICs and authority letters. Financial proposals are opened only for bidders qualifying mandatory and eligibility requirements. The bid validity period is 90 days.
