Description / Scope of Work
The Public Health Engineering Division Bannu, Government of Khyber Pakhtunkhwa, invites competitive bids through the E-PADS system for four solar-based water supply projects in Bannu district. The procurement comprises solarization of drinking water supply schemes (DWSS) and pressure pumps at multiple locations including Kotka Badshah Noor, Utmanzai Sub-Division, Kotka Shabir Abad, and PK-99 pressure pump installations. The aggregate estimated cost across all four projects is approximately 10.022 million rupees, with individual project values ranging from 2.104 to 3.055 million rupees. These works fall under District Development Plan for Merged Areas and Accelerated Sustainable Development Initiatives programs funded through Annual Development Programme allocations.
Eligible bidders must possess valid registration with E-PADS (EPADS), Security Exchange Commission of Pakistan, KP-PPRA, Pakistan Engineering Council (Category C-6 or above with specialized codes CE-09, CE-10, EE-04, EE-11 for Solar), Provincial Enlistment Committee Khyber Pakhtunkhwa, KPPRA tax status, active NTN and STRN from FBR, and an Electric Contractor License (Class-E) from the Inspectorate of Electricity, Energy & Power Department. Bidders must also hold a valid ISO-9001 or equivalent Quality Management Systems certificate. Bid security is required at 2% of estimated cost for each project, with stamp duty of 4,000 rupees and tender fees at 0.03% of project value.
Bid Solicitation Documents can be downloaded from kp.eprocure.gov.pk and the KP-PPRA website. Technical and financial bids must be uploaded through EPADS before 31 August 2026 at 12:30 PM. Original bid security and tender fee receipts (call deposits in favour of the Executive Engineer) must be submitted physically by registered post or courier to the office of the Executive Engineer, PHE Division Bannu, before the same deadline. Technical bids will be opened at 2:00 PM on 31 August 2026 in the presence of bidders or their representatives. Financial bid opening date will be announced after technical evaluation. All bids must be complete, unambiguous, and properly attested; incomplete or conditional bids will be rejected as non-responsive.
