The Office of the Executive Engineer, Buildings Division Shaheed Benazirabad invites competitive bids through the E-Pak Acquisition and Disposal System (EPADS) for three construction projects in Nawabshah, Taluka Nawabshah, District Shaheed Benazirabad, Sindh. The projects include construction of Raees Hakim Ali Zardari Park with walking track (estimated cost Rs 57.472 million), construction of Raees Hakim Ali Zardari Park in Nawabshah with compound wall and RFT structure (Rs 15.222 million), and construction of the same park with compound wall on the north and east sides including RFT and general lavatory (Rs 16.313 million). The total scope encompasses parks infrastructure development and related civil works with a combined estimated value of approximately Rs 89 million. Completion period for all three projects is 12 months.
Eligible contractors and firms must hold valid Pakistan Engineering Council registration in relevant categories (CE-01 or CE-10) valid until June 2027. Bidders must demonstrate experience of at least one similar nature of work executed during the last five years having minimum cost 80 percent of the estimated project cost, or alternatively two similar works each with minimum 50 percent cost duly supported by project completion certificates. Additional mandatory requirements include audited financial reports for the last three years from ICAP-registered firms, at least 15 percent annual average bank balance for the past five years, ISO 9001 quality management and ISO 14001 environmental management certifications, ISO 45001 health and safety certification, and Sindh Revenue Board registration certificate. Bid security must be submitted as call deposit receipt from a scheduled bank, and annual income tax returns for 2020-21 through 2025-26 are required.
Bidding documents can be viewed and downloaded from the SPPRA e-procurement portal at http://portalsindh.eprocure.gov.pk. Bids must be submitted electronically through EPADS only by 09:30 AM on 15 July 2026, with opening scheduled for the same day at 10:30 AM. The tender fee is Rs 3600 per project, and bid security rates vary from Rs 0.7611 million to Rs 2.4756 million depending on the project.
