Description / Scope of Work
The Capital Development Authority invites electronic bids on a single stage two envelope procedure for the construction of a Government Officer's Residence in the Diplomatic Enclave, Islamabad. This comprehensive project includes construction of a multi-story GOR building with G plus 5 infrastructure development and construction of houses, with a total estimated cost of Rs. 1,351,652,000. The work is being tendered for the year 2026-27 and is located in Islamabad, the capital territory of Pakistan. Interested bidders must demonstrate their eligibility by providing valid registration with the Pakistan Engineering Council in relevant project categories CE-01, CE-09, CE-10, EE-02, EE-04, EE-06, EE-07, ME-02, or ME-03 for the financial year 2026-27.
Eligible bidders must be well-reputed and registered with the Pakistan Engineering Council holding valid category registration as specified. A bid security of Rs. 25,000,000 is required with each submission in the form of a Pay Order or CDR in favor of CDA as per the Procurement and Contract Department specifications. The prospective bidders are required to upload a scanned copy of the bid security on E-PADS in PDF format, with the original document to be provided at the office of the Director (P&CA-I) at CDA prior to or at the time of bid submission.
Electronic bidding documents containing detailed requirements, terms, and conditions are available for registered bidders on the EPADS portal at www.eprocure.gov.pk and www.ppra.org.pk. All bids must be submitted online through E-PADS strictly in accordance with the provided instructions on or before 16-07-2026 at 10:30 AM, with manual bids not being entertained. Technical bids will be opened publicly at 11:00 AM on the same day using EPADS in the presence of the procurement committee and authorized bidder representatives at the office of the Director (P&CA-I), Room No. 29, Block III, P&C Wing, CDA Secretariat, Sector G-7/4, Islamabad.
