Description / Scope of Work
The Punjab Education Curriculum, Training & Assessment Authority (PECTAA) invites sealed competitive proposals from eligible banks for obtaining mark-up rates on the re-investment of Term Deposit Receipts (TDRs) totalling Rs. 770 million. The funds are currently placed with Bank of Punjab, Main Boulevard, Gulberg-III, Lahore, and PECTAA intends to reinvest these deposits for a period of one year. The investment schedule comprises five separate tranches with maturity dates ranging from 18 July 2025 to 1 August 2025 and corresponding re-investment dates from 19 July 2025 to 2 August 2025, with amounts ranging from Rs. 10 million to Rs. 400 million per tranche. This procurement is being conducted to secure competitive mark-up rates on public funds managed by the education authority in Punjab.
Proposals are invited from all scheduled commercial banks, Islamic banks, and development finance institutions operating in Pakistan that maintain a minimum long-term credit rating of AA as evaluated by JCR-VIS or PACRA, with ratings valid through 5 August 2026. Specialized banks, development finance institutions, microfinance banks, and foreign banks are excluded from this bidding process. Participants must submit signed, stamped, and sealed proposals in sealed envelopes containing their mark-up rate bids for the specified investment amounts and periods.
Sealed proposals must reach the office address of PECTAA no later than 3.00 PM on 13 July 2026 (Monday). Proposals will be opened on the same day at 3:30 PM in the presence of the Finance Committee of PECTAA and authorized bank representatives. In case of an official holiday on the submission date, the next working day will be treated as the final deadline. PECTAA reserves the right to cancel or reject any proposal without assigning reasons. The office is located adjacent to Pilot Higher Secondary School, Wahdat Road, Lahore.
