Construction of Balance Work DHO Office Building in District Torghar by C&W Division

The Communication and Works Division Torghar, Government of Khyber Pakhtunkhwa invites electronic bids from eligible contractors for construction of balance work on the DHO Office building in District Torghar under the Special Development Package Phase-II. The project is valued at Rs 10.989 million and involves completion of remaining construction activities at the DHO office building located at Judbah in Torghar district. This is a Single Stage Single Envelope tender conducted through the EPAD system in accordance with KPPRA procurement rules 2014. Bidders must be registered with PEC category C-6 and above and hold valid C&W Department enlistment certificates.

Eligible contractors must possess valid PEC registration, C&W Department registration, and current NTN or Income Tax certificates. The tender fee is 0.05% of the engineer's estimate (Rs 5,500) and must be submitted as a non-refundable call deposit. Bid security requirements are structured based on quoted discount levels: contractors quoting up to 10% below the estimate require 2% bid security only, those quoting 10-20% below must provide 8% additional security, and bids more than 20% below require additional security equal to the differential amount plus detailed rate analysis. Failure to provide required additional securities renders the bid non-responsive and results in forfeiture of the 2% bid security to the government.

Bidding documents can be downloaded from the E-PAD system and KPPRA website, or obtained physically from the procuring entity office upon submission of valid credentials and payment of Rs 3,000 printing fee. Electronic bids must be submitted through E-PADS strictly by 15 July 2026 at 12:00 PM, with financial bid opening scheduled for the same day at 12:30 PM at the office of the Executive Engineer, C&W Division Torghar. A pre-bid meeting will be held on 7 July 2026 at 11:00 AM to address bidder queries. The bid validity period is 90 days from submission, and completion period shall commence from issuance of the Letter of Acceptance.
