Description / Scope of Work
The Public Health Engineering (PHE) Division, Abbottabad, Government of Khyber Pakhtunkhwa, invites sealed bids through the e-Pak Acquisition and Disposal System (EPADS) for eight separate contracts covering annual maintenance and repair services of completed water supply schemes in Abbottabad for the fiscal year 2026-27. The contracts include electrical and mechanical maintenance work across four zones (PK-42, PK-43, PK-44, PK-45) with combined estimated cost of 36 million Pakistani rupees, transformer and voltage regulator maintenance in two PHE sub-divisions totalling 10 million rupees, and civil works maintenance in two PHE sub-divisions totalling 24 million rupees. This comprehensive procurement covers routine servicing, repairs, and preventive maintenance to ensure uninterrupted functionality of water supply infrastructure serving Abbottabad and surrounding areas in the Khyber Pakhtunkhwa province.
Bidders must be registered with the e-Pak Acquisition and Disposal System (EPADS), Khyber Pakhtunkhwa Public Procurement Regulatory Authority (KP-PPRA), Pakistan Engineering Council (PEC) in category C-6 and above with specialization codes CE-09, CE-10, EE-4, EE-05, EE-11, ME-05(i), ME-06(vi), and ME-07, Khyber Pakhtunkhwa Revenue Authority (KPRA) with active status, and Federal Board of Revenue (FBR) with active NTN status. For electrical works, contractors must hold a valid Electric License (Class-E) issued by the Electric Inspector, Khyber Pakhtunkhwa, for the year 2026-27. Bid security amounts range from 104,000 to 280,000 Pakistani rupees depending on contract value, calculated at 2% plus stamp duty. Tender form fees are non-refundable and range from 1,500 to 3,600 rupees. Workshop and warehouse ownership certificates along with performance certificates signed by XEN and SDO may be attached with tender documents.
Bidding documents and Bill of Quantities (BOQ) are available for download from the official EPADS website (kp.eprocure.gov.pk). Bidders must submit original bid security, additional security if required, and tender form fees in the form of call deposit receipts made in favour of the undersigned through registered post or courier before the last submission date and time of 15 July 2026 at 12:00 noon. Bids will be opened on the same day at 12:30 PM in the presence of bidders or their representatives. Technical bids will be evaluated first, followed by financial bid opening after technical evaluation is completed. All tender documents must be readable, complete, and free from conditional or unattested alterations.
