Description / Scope of Work
The Local Government and Rural Development Department, District Bajaur, Khyber Pakhtunkhwa, is inviting sealed electronic tenders through the EPADS platform for the augmentation of drinking water supply distribution networks across three packages in urban areas of Bajaur District. The procurement covers three separate packages valued at PKR 40 million each, covering Tehsil Utman Khel and Barang (Package-1), Tehsil Mamund (Package-2), and Tehsil Salarzai and Khar (Package-3). The works fall under ADP 2025-26 and utilize MRS-2025 rates or non-MRS items as approved in the project cost index. This is a substantial water infrastructure investment in rural Khyber Pakhtunkhwa addressing critical development needs across multiple tehsils of Bajaur.
Eligible bidders must be registered with Pakistan Engineering Council in Category C5 or above with relevant specialization codes in civil works (CE-09, CE-10) and electrical works (EE11 variants). Bidders require valid registration with the Electrical Inspectorate of Khyber Pakhtunkhwa (Category E), centralized enlistment with the C&W Department, and current active registrations with the Federal Board of Revenue for both income tax (NTN) and sales tax (STRN). Additional mandatory requirements include registration with the Khyber Pakhtunkhwa Revenue Authority for provincial sales tax (PST), valid PPIB registration (formerly AEDB), ISO-9001 certification, and audit reports for the preceding three years containing UDIN numbers. Bid security is fixed at two percent of the estimated cost for bids within 10 percent below engineer's estimate; bids exceeding 10 percent below attract additional security requirements.

Bids must be submitted electronically through EPADS with original bid security instruments physically delivered to the Assistant Director, LG&RDD, Bajaur. The closing date for technical bid submission is September 4, 2026, at 11:30 hours, with opening scheduled for 12:00 hours the same day.
