Description / Scope of Work
Capital Development Authority (CDA) invites electronic Request for Technical and Financial Proposals under the URAAN PAKISTAN initiative for architectural illumination of the National Assembly, Aiwan-e-Sadr, Prime Minister Secretariat, and Supreme Court of Pakistan buildings located at Constitution Avenue in Islamabad. This is a Simple Stage Two Envelope procurement for electrical and mechanical works valued at Rs. 126,493,912 as per Rule-36(b) of PPRA regulations. The project encompasses comprehensive illumination works requiring specialized engineering expertise for prominent government buildings in Islamabad.
Eligible bidders must be duly registered with PPRA on EPADS and hold valid Pakistan Engineering Council (PEC) License in Category C-4 with specific codes EE-04 and EE-06. Contractors must possess a valid Electrical License issued by the Electrical Inspector Islamabad for execution of electrical and mechanical works in Rawalpindi and Islamabad. Bidders are required to maintain active NTN and GST registration with the Federal Board of Revenue and demonstrate their eligibility as per the evaluation criteria outlined in the bidding document. Technical bids must be accompanied by Bid Security amounting to Rs. 3,794,817 in the form of Pay Order or CDRs in favor of DDO (P&C), CDA.
The electronic Request for Proposal document containing detailed requirements, terms, and conditions is available for registered bidders on EPADS. Bids must be submitted through EPADS on or before 29-06-2026 at 11:00 AM. Bid opening will take place at the office of Director (P&CA-II), Room No. 31 (First Floor), Block-03, CDA Head Quarters G-7/4, Islamabad at 11:30 AM in the presence of authorized bidder representatives. Prospective bidders should upload scanned copies of bid security on E-PADS and present original pay orders or CDRs at technical bid opening.
