Pakistan State Oil Company Limited (PSO) invites quotations for the renewal of Oracle CSI Number 85791116 covering Oracle Database Enterprise Edition with 6 processors on a processor perpetual license basis. The renewal period is from 29 June 2026 to 28 June 2027, with the current CSI expiring on 28 June 2026. This is a 12-month annual maintenance and support service contract for the database renewal located at PSO House in Karachi, Sindh province. The procurement includes comprehensive maintenance, support services, and license renewal confirmation for the organization's critical database infrastructure.
Bidders must be authorized Oracle Partners in Pakistan for the current year and submit a valid Oracle Partner Network Certificate. Mandatory requirements include a minimum of five years of experience in delivering and supporting Oracle Database products, proven provision of Oracle license and support services to at least three large-scale public or private organizations within the last three years, and employment of at least three certified Oracle professionals with valid certificates submitted at bidding time. The vendor must maintain a verifiable presence and support office in Karachi staffed with certified professionals, be registered with FBR holding valid NTN/STN numbers, and assign a designated contact point for all PSO communications. Bidders failing to meet mandatory requirements shall be disqualified without further consideration. Payment shall be made 100 percent after successful delivery of license renewal confirmation and invoice submission.
Quotations must be submitted by 14 July 2026 at the address PSO House, Khayaban-e-Iqbal, Clifton, Karachi-75600, Pakistan. PSO reserves the right to impose liquidated damages of 0.1 percent per day up to a maximum of 10 percent of PO value for delays in license provisioning and may terminate the purchase order at any time with 30 days written notice. The tender may be cancelled or scrapped at any stage without liability to affected bidders.
