Description / Scope of Work
The Khyber Pakhtunkhwa Culture & Tourism Authority invites competitive bids for the Innovative Intervention in Tourism Sector project under ADP Code No. 1858 / 251487 (2025-26). The procurement comprises two packages: Package-I covers development of software and upgradation of the KP Smart Tourism Command & Monitoring System (STCMS); and Package-II involves supply and installation of monitoring and display systems for STCMS. The STCMS shall operate as a 24/7 central command center for tourism safety, emergency response, monitoring, and service coordination across Khyber Pakhtunkhwa, integrating live camera feeds, dashboards, GIS mapping, incident reporting, and coordination with Tourism Police, District Administration, Rescue 1122, and Helpline 1422. This is a substantial infrastructure modernization initiative aimed at enhancing tourism governance and visitor safety across the province.
Eligible bidders must possess valid and renewed certificates of registration with legal or recognized professional bodies, including FBR NTN and KPRA or STRN certificates. For companies holding SECP certification, firms must be active on the current taxpayer list. Bidders are required to submit separate bids for each package with package-wise quotations. A Call Deposit Receipt (CDR) equal to 2% of the quoted amount must be submitted as bid security separately for each package applied for, in favor of the KPK Culture & Tourism Authority Fund Account. An affidavit on stamp paper, duly attested by a notary public, affirming the correctness of information provided in the bidding documents is mandatory. The Authority reserves the right to reject any or all bids at any time prior to acceptance, as per KPPRA Rules 2014.
Bidding documents may be obtained from the office of the undersigned during office hours upon payment of a non-refundable fee of Rs. 1,000, or downloaded free of cost from the EPADS, KPPRA, and KPCTA websites. All bids must be submitted electronically via the EPADS platform on or before 3rd September 2026 at 11:00 am; no hard copy submissions are accepted at the office. Bids shall be opened and downloaded on the same day by the Procurement Committee at 11:30 am in the presence of bidders or their authorized representatives; late submissions will not be accepted. A pre-bid meeting is scheduled for 24th August 2026 at 03:00 pm in the conference hall of the Khyber Pakhtunkhwa Culture and Tourism Authority.
