The Provincial Buildings Division, Mirpurkhas invites bids for the Estimate Upgradation of GD Giryanchho to BHU Giryanchho in Tharparkar district, Sindh under ADP No. 3641. This works contract, valued between Rs. 2.50 million to Rs. 50.00 million, is being procured through a Standard Bidding Document for Small Contracts. The project is located in the Tharparkar region of Sindh province and involves infrastructure upgradation works requiring civil and electrical expertise. The tender reference is NO.TC/G-55/478, dated 19-05-2026, with a tender opening scheduled for 05-06-2026.
Bidders must meet mandatory conditions including valid PEC Pakistan Engineering Council registration up to June 2026 or later with specialization codes CE09, CE10, and CE11 for General Building Works. An original undertaking on Judicial Stamp Paper confirming the bidder and employees have not been blacklisted by any government or state-owned organization is required. Eligible contractors must demonstrate at least one similar nature of work with 80 percent of the estimated cost completed in the past five years, or two similar works each at 50 percent of estimated cost. Technical staff must include Civil and Electrical Engineers with current PEC License reflection. Average annual turnover equivalent to bid cost for the last five financial years with audit reports, NTN and SRB certificates, and bank creditworthiness of at least 15 percent of estimated cost are mandatory. The earnest money deposit of 2 percent of estimated cost must be submitted as call deposit, pay order, or bank guarantee from a scheduled bank.
Bids must be submitted electronically on EPADS with an original tender fee of Rs. 5,000 (non-refundable) and bid security delivered before the deadline. The procurement follows a Single Stage Two-Envelope method where financial proposals are opened only for firms qualifying mandatory and eligibility requirements. Evaluation is based on marks with an aggregate qualifying score of 75 percent and mandatory minimum 70 percent in each section covering company profile, technical capacity, financial standing, and machinery resources. Conditional tenders will be rejected summarily. Tender validity period is 90 days.
