Description / Scope of Work
The Capital Development Authority invites electronic bids on a single-stage two-envelope procedure for the construction of a Government Officer's Residence (ICT) in the Diplomatic Enclave, Islamabad. This project encompasses the construction of a multi-story GOR building (G+5) along with associated infrastructure development and construction of houses. The estimated contract value is Rs. 351,852,000, with bid security required at Rs. 25,000,000. The scope covers all civil engineering works, structural design, and ancillary construction activities in Islamabad, Federal Province. The work is open to registered firms with valid registration from the Pakistan Engineering Council holding valid Project Codes CE-01, CE-09, CE-10, EE-02, EE-04, EE-06, EE-07, ME-02, and ME-03 for the 2025-27 financial year or those able to prove their eligibility and qualification as mentioned in the bidding documents.
Prospective bidders must be registered with PPRA under the Public Procurement Regulatory Authority Rules and must submit bids accompanied by bid security in the form of a Pay Order or CDR in favor of CDA (Procurement & Contract). Bidders are required to upload scanned copies of bid security documents in PDF and original format with their submissions. All bids must be submitted online through E-PADS platform at http://eprocure.gov.pk in strict accordance with instructions contained in the bidding documents. Manual bids will not be entertained under any circumstances.
Electronic technical bids will be opened publicly on the same day at 11:00 AM in the presence of the procurement committee and authorized representatives of bidders who choose to attend at the office of Director (P&CA-I), CDA in Room No. 29, Block-II, P&C Wing, located in Islamabad.
