Description / Scope of Work

The Punjab Municipal Development Fund Corporation (PMDFC) on behalf of the Local Government & Community Development Department, Government of the Punjab, invites bids for the Design, Build and Operation (DBO) mode procurement of works for construction and establishment of material recovery facilities. The scope encompasses two facilities in Faisalabad and two in Gujranwala, representing a significant waste management infrastructure investment in Punjab. This is a turnkey project requiring bidders to design, construct, and operate the facilities, integrating modern material recovery and waste processing capabilities across both cities.

Eligible bidders must meet qualification criteria including relevant experience in similar projects, technical capacity, and financial strength. A bid security requirement applies as specified in the bidding data sheet. Bidders should demonstrate PEC registration (for construction components), valid NTN and SECP registration, and operational experience in waste management or related infrastructure sectors. Subcontractors and joint venture partners must also satisfy eligibility stipulations outlined in the bidding documents.

Bidding documents are available from the issuing authority and bidders are required to submit sealed technical and financial bids in two separate envelopes by the specified deadline. The bid opening will follow a single-stage two-envelope procedure with evaluation of technical proposals before financial bids are opened. Pre-bid meetings and site visits are available for prospective bidders to clarify project requirements and assess site conditions. Bidders should contact the Local Government & Community Development Department or PMDFC for document procurement details, submission instructions, and technical clarifications regarding this material recovery facilities project.

For Bidders: Our Analysis PAKISTANTENDER INSIGHT

Independent analysis by PakistanTender — not part of the official notice. Always confirm details against the original tender document.

This is a large-scale, long-term DBO contract for waste management infrastructure spanning two major cities in Punjab.

The project requires design, construction, and 5+ year operational commitment, making it suitable only for bidders with proven experience in solid waste management, mechanical systems, and sustained facility operations. Capital investment is significant; bidders must demonstrate financial capacity, environmental compliance expertise, and ability to manage waste streams profitably. The two-city scope suggests integrated supply chain potential but also operational complexity.

Who can bid: Typically required: PEC Category F or higher for construction, valid NTN and SECP registration, minimum turnover and net worth thresholds, prior experience (typically 3+ years) in waste management or similar infrastructure projects, compliance with environmental regulations, and demonstration of financial stability. Joint ventures and subcontractors must meet parallel criteria.
