Pakistan Defence Officers Housing Authority City Karachi (DHAC) invites sealed bids under Single Stage Two Envelope Procedure for the energization of C4/C5 sectors in Sectors 6, 9 and 12 (C-5) located in Karachi, Sindh. This is a significant infrastructure development project aimed at providing electrical connectivity and power supply systems to these designated sectors within the DHA City Karachi development. The project scope encompasses energization works requiring specialized technical expertise and resources from qualified contractors and firms.
Eligibility criteria require that bidders must be contractors or firms holding valid registration with the Pakistan Engineering Council (PEC) in Category C4 or above, with specific PEC codes CE-09, CE-10, EE-04 and EE-05. Additionally, bidders must maintain active taxpayer status with both the Federal Board of Revenue (FBR) and the Sindh Revenue Board (SRB). These requirements ensure that only experienced and financially compliant organizations participate in the tender process. The bid security must be submitted in the form of a Pay Order, Bank Guarantee, or Insurance Bond in favor of DHA City Karachi equivalent to 2 percent of the bid amount.
Tender documents are available from the Design and Contracts Directorate DHAC Karachi located at Super Highway M-9, DHA City Karachi during working hours commencing 06 July 2026 upon submission of a written request, valid PEC registration certificate, and non-refundable bid document fee of Rs 10,000. A pre-bid meeting is scheduled for 15 July 2026 at 1430 hours at the Main Conference Room, DHA City Karachi. Sealed bids must be delivered to Design and Contracts Directorate DHAC Karachi on or before 27 July 2026 by 1430 hours, with technical proposals opening on the same day at 1500 hours. Financial proposals of technically qualified bidders will be opened on a date specified later.
