Pakistan Defence Officers Housing Authority City Karachi (DHAC) invites sealed bids under Single Stage Two Envelope Procedure for the Energization of Sector 2-D (C-4), PC-01 West Avenue, PC-04 West Avenue and Sec-1 Feedback Supply project in Karachi, Sindh. This procurement is for electrical energization work in the defence housing sector of Karachi and represents a significant infrastructure development initiative within the DHA City Karachi jurisdiction. The tender aims to attract qualified contractors capable of delivering reliable and compliant energization services to the specified residential and administrative areas.
Eligibility criteria require bidders to possess valid PEC (Pakistan Engineering Council) registration in Category C4 or above with PEC codes CE-09, CE-10, EE-04 and EE-05. Contractors and firms must maintain active taxpayer status with the Federal Board of Revenue (FBR) and State Revenue Board (SRB). The tender fee is Rs. 10,000 non-refundable, payable via Pay Order in favour of DHA City Karachi. Bid Security equivalent to 2% of the bid amount must be submitted in the form of Pay Order, Bank Guarantee or Insurance Bond.
Tender documents are available from the Design & Contracts Directorate DHAC Karachi at Super Highway M-9 DHA City Karachi from 6 July 2026 during working hours upon submission of written request and valid PEC registration certificate. The Pre-bid meeting is scheduled for 16 July 2026 at 1430 hours at Main Conference Room, DHA City Karachi. Sealed bids must be delivered to the Design & Contracts Directorate on or before 29 July 2026 by 1430 hours, with technical proposals opened at 1500 hours the same day in the presence of bidders or authorized representatives. Financial proposals of technically qualified bidders will be opened on a date specified later.
