General Headquarters Signals Directorate Rawalpindi invites sealed bids from reputable Information Technology firms with relevant experience to undertake IT infrastructure development involving Optical Fiber Cables (OFC) and Underground Copper (UG) Cables across various areas of Pakistan for the fiscal year 2026-27. The project encompasses laying, digging, repair and maintenance of existing OFC and UG network infrastructure throughout Pakistan. This is a significant telecommunications infrastructure initiative aimed at enhancing signal communication capabilities across the nation.
Eligible bidding firms must be registered with Pakistani tax authorities and maintain active taxpayer status for both Income Tax and General Sales Tax (GST). Additionally, firms are required to be security-wise cleared and registered with reputable government departments and institutions including the Ministry of Defence (MoD), Ministry of Defence Production (MoDP), and Ministry of Information Technology and Telecommunication (MoITT). Only firms meeting these stringent eligibility and security requirements will be considered for bid evaluation.
Bidding documents containing comprehensive terms and conditions are available from the General Headquarters Signals Battalion (Quarter Master Branch) located at Adiyala Road in Rawalpindi on any working day upon submission of a non-refundable Bank Draft of Rs 10,000. Sealed tenders with sealed brochures and samples must be submitted by 1000 hours on 14 July 2026. Technical proposals will be opened on the same date at 1030 hours, followed by financial bid opening in the presence of bidder representatives after technical evaluation.
