Description / Scope of Work
Lahore Electric Supply Company (LESCO) invites electronic bids from eligible firms and bidders for disposal of unserviceable and scrap materials through E-PADS (Version 2.0) platform at www.eprocure.gov.pk. The tender comprises two lots: Lot 01 contains 80,000 kilograms of ACSR Lynx dismantled conductor with hardware including jumpers, dead end bodies and related components (Survey Report 53-DF-2025); Lot 02 includes 100,000 kilograms of iron scrap sourced from structures and trollies (Survey Reports 7/S and 8/S). All materials are located at Warehouse CKM and Disposal Store Fazaiya, as well as Regional Store Shalamar in Lahore, Punjab. The items are being disposed on an "as is where is" basis, and interested bidders can inspect the scrap on working days during office hours prior to submission.
Bidders must meet PPRA eligibility and qualification criteria to participate in this national open competitive bidding conducted under the Single Stage One Envelope Procedure of Public Procurement Rules 2004 (PPRA-2004). Mandatory bid security amounts are fixed at 1,050,000 Pakistani rupees for Lot 01 and 250,000 Pakistani rupees for Lot 02. The original bid security documentation must be submitted to the office of the Chief Engineer (Materials Management) at LESCO Headquarters before the scheduled bid submission deadline. Reserve prices are exclusive of all applicable taxes, which will be charged separately at final payment according to government regulations.
Detailed bidding documents containing comprehensive terms and conditions are available for download from the PPRA official website and the E-PADS portal. Electronic bids must be submitted through the E-PADS platform in accordance with 36/A procedure amendments. The tender will be opened on 21 July 2026 at 11:00 AM. Bidders should ensure compliance with all undertakings regarding blacklisting status, Environmental Protection Act requirements, and acceptance of the stated terms and conditions before participation.
