Description / Scope of Work
The Engineer-in-Chief Branch, General Headquarters, invites applications from firms and contractors for pre-qualification to provide consultancy services including design and supervision for military engineering works across multiple locations in Punjab province, including Islamabad, Rawalpindi, Lahore, Sialkot, Muzaffarabad, Swat, Karachi, Gwadar, Quetta, Ormara, Turbat, and Taxila. Applicants must submit detailed credentials, work orders, project completion certificates, and evidence of satisfactory performance. The tender reference is 2000/Army-1 Csltv/PPRA/DP&W/E-2 and is issued in accordance with PPRA Rules 2004 clauses 13, 15, and 16. Interested firms should note that pre-qualification is a mandatory prerequisite for subsequent tender document issuance.
Eligibility requirements mandate that firms must be enlisted with the Pakistan Engineering Council in Category C-2 or above in the relevant discipline with validity extending to June 2026. Firms are preferably expected to be enlisted with the Military Engineering Services in Category A, though non-enlisted firms may participate by providing 2 percent bid security on a refundable basis. Applicants must demonstrate no special Difference in Estimate or DI&E reports and have no outstanding DI&E recovery obligations. Pre-qualification with the Engineer-in-Chief's Branch in Rawalpindi is mandatory. Firms must furnish lists of personnel, bank statements, NTN certificates, and income tax returns for the preceding three years. Construction, electrical, mechanical, and plumbing works experience registered with PEC is required.
Tender documents will be issued exclusively to pre-qualified firms and contractors. Sealed bids must be submitted at the E-in-C's Branch office at Gate No. 7, GHQ, Rawalpindi by 1130 hours on 23 July 2026, with opening scheduled for 1200 hours the same day.
