Description / Scope of Work
Pakistan Railways, a Federal Government Department operating under the Ministry of Railways, invites sealed bids through the E-Pak Acquisition and Disposal System (EPADS) for the supply of fifteen separate line items comprising industrial materials and components required for operational and maintenance activities. The procurement encompasses enamel white finish paint, locking plates measuring 85x23 in steel, top packing washers to 20 Cr or AISI 8620 specification, low hydrogen electrodes of 8-SWG 4mm size, full roll thread bolts 2 inches by 5/8 inch in Gr-1045 grade, valve intake assemblies model 3803515, copper conductor cables with PVC insulation, copper enameled wire of 19 SWG gauge, alternator bearings ZZ-6314, hermetic compressors rated 5.81 kilowatts, plumbago powder, axle box rubber sleeves, transformer repair services for a 1250 KVA unit at 11 kilovolts, guiding nuts, and adjusting nuts. The total scope includes supply of 20 items for most line items, with specific quantities for compressors (5 units) and plumbago powder (10 units). The procurement is handled by the workshops division located in Moghalpura, Punjab, and will be executed on a DDP basis with alternative FOR basis terms as specified in the bidding documents.
Eligibility for participation is restricted to original manufacturers, authorized distributors, suppliers, and contractors who maintain current registration with the Income Tax and Sales Tax Departments of Pakistan and are listed on the Active Taxpayers List maintained by the Federal Board of Revenue. All bidders must possess valid business registration and tax compliance certificates. Bid security must be submitted physically in the tender box at the office of the Divisional Superintendent Workshops Moghalpura prior to the tender closing time. The procurement follows the Single Stage-Two Envelopes Procedure as outlined in the Public Procurement Rules 2004, and bids submitted through any channel other than the EPADS portal will be rejected.

Interested bidders must submit their complete bids through the EPADS system by the closing dates specified, with tender closing scheduled for 21 July 2026 at 10:30 hours for items 1-5 and 24 July 2026 at 10:30 hours for items 6-15, followed by opening at 11:00 hours on the respective dates.
