301 Central Base Spares Depot EME Rawalpindi, operating under the Pakistan Army's Engineering Corps, invites sealed competitive tenders for the procurement of various spares and equipment as detailed in Annexure A. The tender is issued under reference number IT-01/2026-27 and falls under PPRA procurement rules with single stage two envelope bidding procedure. Interested firms must collect detailed itemized tender documents from the LP office at 301 Central Base Spares Depot EME on Golra Road in Rawalpindi, Punjab by bringing a blank CD. Quoted rates must remain valid until 31 December 2028 and shall be inclusive of all government taxes including GST, income tax, and custom duty. All rates must be quoted in Pakistani Rupees only for brand new stores of required country of origin.
Eligible bidders must be registered firms with appropriate financial capability and proper tax documentation including Sales Tax Registration and NTN certificates. Only ITD Directorate, GHQ and HIT approved brands are acceptable for indigenous category items. Technical offers must include 100 percent applicability certificates, trade links with manufacturers and principals, complete technical specifications with drawings, and confirmation of tender sample submission. Commercial offers require original proforma invoices and evidence of financial capability through bank statements covering the previous year. All bidders must provide company documents, CNIC copy of the Managing Director, and proof of firm status as manufacturer, stockist or authorized agent.
Technical and commercial offers must be submitted in separate sealed envelopes marked clearly with tender number IT-01/2026-27, enclosed within a single outer envelope addressed to 301 Central Base Spares Depot EME. Firms must submit two copies of technical offers and one copy of commercial offer, each in both hard and soft copy formats on CD. A detailed quoted or not quoted list must accompany technical offers, with NQ written in rate columns for non-quoted items. No quotations will be accepted through fax or electronic means, and all offers must bear firm stamp on each page.
