Description / Scope of Work
The District Head Quarter Hospital Mandi Bahauddin, operating under the Health & Population Department of the Government of Punjab, invites bids through E-PAD for nine separate framework contracts covering various goods and services for the financial year 2026-2027. The procurement encompasses day-to-day local purchase of medicines and surgical disposable items valued at 60.0 million rupees, X-ray films and radiology accessories at 2.0 million rupees, laboratory materials at 9.0 million rupees, miscellaneous and general store items at 6.0 million rupees, dental items at 2.0 million rupees, printing materials at 4.0 million rupees, stationery items at 2.0 million rupees, bio-medical gases at 20.0 million rupees, and laundry and other services at 8.0 million rupees. The total estimated cost across all packages is 113.0 million rupees. Bidding will be conducted separately for each package through open competitive bidding using the single stage two envelope procedure as specified in the Punjab Procurement Rules PPRA 2014 as amended.
Eligible bidders include manufacturers, authorized sales and service dealers, suppliers and firms that are not blacklisted by any government department or the Punjab Procurement Regulatory Authority. Bidders must not be associated with firms engaged by the procuring agency for preparing design specifications and other procurement documents. Government-owned enterprises may participate only if they are legally and financially autonomous and operate under commercial law. Each package requires bid security equivalent to three percent of the estimated cost in the form of a CDR or bank guarantee from a scheduled bank of Pakistan. Bids must be submitted through the E-PADS portal on or before 10:30 a.m. on 21 July 2026, with bid security delivered to the office of the procuring agency before the closing date and time.

Further information and clarifications are available from the office of the Medical Superintendent during working hours on written application. Bids will be opened at 11:30 a.m. on 21 July 2026 in the presence of bidders' representatives who choose to attend at the Office of The Medical Superintendent DHQ Hospital Mandi Bahauddin. Bidders are requested to submit their best and final prices inclusive and exclusive of all applicable taxes, as no negotiations are expected.
