Description / Scope of Work
The Environment Protection & Climate Change Department, Government of the Punjab, is inviting proposals from qualified consultancy firms for the establishment of an integrated air pollutant and greenhouse gas (GHG) inventory system for Punjab in 2025. This consultancy assignment aims to develop a comprehensive monitoring and inventory framework to track air quality and emissions across the province. The project is being managed by the Strategic Planning & Implementation Unit and will be awarded through a Quality and Cost-Based Selection (QCBS) methodology, ensuring both technical excellence and value for money.
Eligible consultancy firms must demonstrate substantial experience in environmental management, air quality monitoring, and GHG inventory development. Firms must possess relevant professional credentials, technical expertise, and a proven track record of similar projects. Bidders are required to submit detailed technical proposals showcasing their methodology, team qualifications, and implementation strategy. A performance security deposit will be required from the selected consultant to guarantee satisfactory completion of deliverables as per contractual obligations.
Proposals must be submitted in sealed envelopes clearly marked as technical and financial components. The request for proposal document contains detailed standard forms for technical and financial submissions, evaluation criteria, contract terms, and instructions for consultants. Interested firms should obtain the complete RFP documents from the Strategic Planning & Implementation Unit, Environment Protection & Climate Change Department, Government of the Punjab, Lahore, and submit their proposals by the specified closing date. Technical proposals will be evaluated first, followed by financial proposal evaluation of qualified bidders, with final selection based on the combined QCBS score.
