Description / Scope of Work
The Ministry of Religious Affairs & Interfaith Harmony, Government of Pakistan, invites bids for hiring a testing service or firm to design and conduct written and physical tests for the selection of Khuddam-ul-Hujjaj (Hajj servants), Nazimeen (administrators), and written tests for the Hajj Medical Mission in preparation for Hajj 2027. The scope of work includes establishing an online application and registration system, screening and eligibility verification of candidates, managing a test centre network across Pakistan, administering computer-based and paper-based written tests, conducting physical fitness tests for Khuddam-ul-Hujjaj and Nazimeen positions, generating merit lists with full transparency, handling complaints and grievances, ensuring test integrity through security and surveillance measures, protecting candidate data and confidentiality, maintaining fee integrity, and providing comprehensive reporting on all testing activities. The procuring authority is based in Islamabad at Kohsar Block, Pak Secretariat.
Bidders must meet mandatory eligibility criteria including relevant experience in designing and conducting large-scale testing programmes, technical capability to manage online systems and multiple test centres, and compliance with Pakistani legal and regulatory requirements. Bidders are required to submit non-blacklisting affidavits, sign integrity pacts, and provide performance guarantees as per Public Procurement Rules 2004. Bid security is mandatory for participation in this procurement.
Bids are invited under the Single Stage Two Envelope Procedure as prescribed in Rule 36(b) of the Public Procurement Rules 2004, and procurement will be conducted through EPADS (E-Pak Acquisition and Disposal System). Technical and financial proposals must be submitted separately. Bid documents may be obtained from the Ministry of Religious Affairs & Interfaith Harmony at the above address. Bids must be submitted through the EPADS portal by the deadline specified. Technical evaluation will be followed by financial evaluation of qualified bids. All bidders are bound by the terms of reference, integrity pact, and applicable Pakistani procurement regulations.
