Description / Scope of Work
The Ministry of Planning, Development & Special Initiatives, Government of Pakistan, Planning Commission, invites expressions of interest from reputed firms, joint ventures, consortia, and individual consultants for third party monitoring, evaluation, validation, inspection, and design review services of Public Sector Development Programme projects across Pakistan. This national initiative addresses chronic implementation challenges affecting approximately 50-60 percent of PSDP projects, which experience time and cost overruns ranging from 2 to 20 years. The pre-qualified pool will support effective execution of PSDP projects valued at Rs 1,000 billion for the fiscal year 2025-26, implemented by Federal Ministries, Divisions, autonomous bodies, and Provincial/Area governments in Gilgit-Baltistan and Azad Jammu & Kashmir, aligning with URAAN Pakistan, the National Economic Transformation Plan, and the 13th Five Year Plan objectives.
Eligibility criteria require firms and consultants to demonstrate technical expertise in infrastructure and social sector development across multiple project categories including dams, irrigation, railways, highways, airports, energy generation and distribution, housing, telecommunications, water supply, sewerage, health, education, science and technology sectors. The Prime Minister has mandated third party TPM/E/V/I/DR as compulsory for all PSDP projects exceeding Rs 70 million, reinforced by provisions of the Public Finance Management Act 2019 requiring independent monitoring during implementation, evaluation upon completion, and impact assessments within five years for projects exceeding designated cost thresholds. Pre-qualified applicants must comply with relevant regulations and demonstrate capacity for rigorous independent oversight.
The pre-qualified pool will remain valid for three financial years, with no guarantee that pre-qualification ensures work awards. Subsequent task-based engagements will be selected through Quality and Cost-Based Selection criteria based on technical and financial proposals.
