Description / Scope of Work
The Government of Khyber Pakhtunkhwa, Communication & Works Department, invites electronic bids from eligible firms and bidders for the improvement, rehabilitation and solarization of Jamia Masjid and Akhtar Ghilani Paiged Road Aslam Dheri in Umar Abad District Peshawar under the Building Division-I Peshawar. The project scope encompasses road rehabilitation works with solar installation components at Jamia Masjid Akhtar Ghilani Paiged Road Aslam Dheri, Umar Abad, Peshawar, with an estimated engineer's cost and defined project duration. This tender is issued in accordance with KPPRA Procurement Rules 2014 under the single stage single envelope e-PAD acquisition and disposal system for works registered with Khyber Pakhtunkhwa Revenue Authority and enlisted with the C&W Department in relevant categories and fields of specialization.
All bidders must be registered with the Khyber Pakhtunkhwa Revenue Authority established under the Khyber Pakhtunkhwa Finance Act 2013 for works, consulting and non-consulting services as listed in the KPK Act schedule. Bidders are required to submit CDR from a scheduled bank on account of bidding entry fee at 0.3% of estimated cost. Bid security requirements are structured as follows: contractors quoting up to 10% below engineer's estimate submit 2% security; those quoting 10% to 20% below submit additional security of 2% of bid value along with 2% base security; and contractors quoting more than 20% below submit additional security equal to differential amount plus 2% base security, with all non-responsive bids forfeited in government's favor and to second-lowest bidder accordingly.
Tender documents are available for download from the E-PAD system website (eprocure.gov.pk) with bids submitted electronically through the same portal before the closing date of 21 July 2026 at 12:30 hours. Bids will be opened publicly 30 minutes after closing in the presence of bidders and representatives using the above-below system on MRS 2022 basis with only two digits after decimal considered for evaluation. Technical and financial bid envelopes must be clearly marked and addressed to the Executive Engineer, C&W Building Division-I Peshawar, submitted through Pakistan Post or courier.
