Description / Scope of Work
The Karachi Water & Sewerage Corporation invites expressions of interest from qualified operators to establish and operate KWSC customer service centers at different locations across Karachi, Sindh. This Expression of Interest seeks capable teams to manage complete water bill collection, consumer complaint resolution, and customer-related services across the metropolitan area. KWSC established these service centers under the Karachi Water & Sewerage Corporation Act 2003 to enhance customer convenience and streamline service delivery to consumers throughout Karachi.
Eligible operators must be registered business entities or individuals with relevant institutional bodies. Applicants should possess a registration certificate from SBR (Sales Tax Registration) or FBR (Federal Board of Revenue), and maintain relevant institution licenses. The operator must deploy expert teams experienced in financial transactions, consumer services, and related administrative tasks. All teams must operate in strict accordance with submitted proposals and work methodologies, adhering to timelines and service standards established by KWSC. Teams must also hold valid software licenses from KWSC for operating the customer service systems as required.
Submissions must include all required information in the prescribed EPOS/SPPRA format per SBR Rules 2010. The complete EOI package should include an integrity pact duly signed by an authorized official on stamp paper (Rs. 100), registration certificate from SBR affixed to stamp paper, and all supporting documents. Bids will be secured with a bank guarantee from a scheduled Pakistani bank for Rs. 6 million. The deadline for submission of technical proposals and bid documents is 12:00 noon on Monday, 20 July 2026 at the office of the Secretary Procurement Committee.
