UPS and Power Backup Tenders in Pakistan

Load-shedding and voltage fluctuation have made backup power a basic requirement for offices, hospitals, banks, telecom sites and server rooms in Pakistan. Tenders in this category ask suppliers to provide uninterruptible power supply units, battery banks, inverters, static transfer switches and, more recently, lithium-based battery energy storage systems paired with solar installations.

What ups & power backup tenders cover

A UPS is specified by its capacity in kVA, topology (online double conversion is the usual requirement for critical loads), input and output voltage, backup time at full load and the battery type and ampere-hour rating. Smaller notices ask for desktop UPS units for computer labs and offices; larger ones cover three-phase systems for data centres, operation theatres and control rooms.

Energy storage tenders are newer and tend to be tied to solar or to grid-support pilots. They add battery management systems, round-trip efficiency, cycle life and fire-safety requirements to the specification. Evaluators generally care about three things: whether the unit meets the electrical specification, whether the supplier is an authorised representative of a recognised brand, and whether service is available in the buyer's city. A hospital or a bank branch in a smaller town cannot wait days for an engineer, so a firm with service points close to the site has a real advantage over a distant trader quoting a slightly lower price.

  • Online and line-interactive UPS from desktop to three-phase industrial units
  • Valve-regulated lead-acid, tubular gel and lithium-ion battery banks
  • Inverters and hybrid inverters for solar systems
  • Battery racks, cabling, breakers and static transfer switches
  • Voltage stabilisers and automatic voltage regulators
  • Battery energy storage systems and their management software
  • Replacement batteries for existing UPS installations
  • Annual maintenance contracts and battery load testing

Who issues them

Typical buyers are federal and provincial ministries, hospitals and medical universities, education boards and universities, banks and the State Bank, telecom operators, courts, airports, NADRA and other data-intensive agencies, and power utilities for control rooms and substations. Private buyers include factories, hotels, malls and software companies, who usually invite quotations from known dealers.

Rules and procedure

Federal buyers follow the Public Procurement Rules, 2004 on e-PADS, and provincial departments follow their own procurement rules under PPRA Punjab, SPPRA, KPPRA and BPPRA. UPS supply is normally evaluated on technical compliance first and then on the lowest evaluated price, often with the battery warranty treated as a mandatory requirement. Where the system is large, bid security and a performance guarantee are standard. Storage systems tied to grid-connected solar may fall under NEPRA net-metering conditions, but most UPS purchases do not involve any energy-sector regulator. Pre-bid queries are allowed in most notices, so use them to clarify the load, the backup time and the battery type before pricing.

How to bid

  1. Register for NTN and sales tax, and secure authorisation from the UPS or battery manufacturer you will represent.
  2. Study the load list and the backup time required, and size the unit and battery bank accordingly.
  3. Prepare a compliance table covering kVA rating, topology, efficiency, battery type and warranty.
  4. Cost delivery, installation, earthing and commissioning, plus any old equipment removal the notice mentions.
  5. Submit bid security and documents by the deadline, and plan the service visits promised in the bid.

Documents you will usually need

  • NTN and sales tax registration
  • Manufacturer authorisation letter
  • Datasheets for the UPS and battery with ISO and safety certificates
  • List of similar installations and client certificates
  • Service engineer details and workshop address
  • Battery warranty terms; non-blacklisting affidavit

Tips from the notices we track

  • Size the battery for the real load, not only the nameplate; evaluators check backup time against the stated load.
  • Offer a clear warranty on batteries separate from the unit, since batteries are the part that fails first.
  • Mention a local stock of spare parts and a response time commitment for faults.

Frequently asked questions

What is the difference between online and line-interactive UPS?

An online UPS continuously converts incoming power and gives clean output with no switching delay, so it is used for critical loads. A line-interactive unit corrects voltage and switches to battery during outages, and suits ordinary office equipment.

Do buyers want lithium or lead-acid batteries?

It depends on the tender. Many notices still specify sealed lead-acid or gel batteries, while newer ones accept or require lithium-ion for longer life. Follow the schedule exactly.

Is PEC registration required?

Generally not for supply. If the tender includes electrical installation works above a certain scope, the buyer may ask for a PEC-registered electrical contractor for that work.

How long is the warranty usually?

Notices commonly ask for one to three years on the unit and a separate period on the batteries, with free replacement of defective parts during that time.

Where can I find UPS tenders?

On e-PADS, provincial authority sites, newspapers and buyers' websites. PakistanTender collects them into one list from these sources and emails new ones daily in the categories you choose.
