What road & highway tenders cover
These are works contracts, so eligibility depends heavily on the contractor's engineering registration, past experience and financial capacity, and bids are usually evaluated on a schedule of rates or a bill of quantities.
- New road construction and widening
- Carpeting, re-carpeting and patch work
- Dualisation of existing roads
- Bridges, culverts and drainage along roads
- Street paving and tuff tile work in towns
- Periodic and routine road maintenance
Who issues them
The National Highway Authority for national highways and motorways; provincial Communication & Works (C&W) or highway departments for provincial roads; development authorities, metropolitan and municipal corporations, cantonment boards and local councils for urban and rural roads. Donor-funded road programmes are also tendered through these bodies.
Rules and procedure
Federal bodies such as NHA follow the Public Procurement Rules, 2004 and publish on e-PADS; provincial departments follow their province's procurement rules and portals. Larger works normally use a single-stage two-envelope procedure, where the technical bid is evaluated before prices are opened.
How to bid
- Hold valid PEC registration in the right category and with a cost limit that covers the job.
- Check the eligibility criteria: similar completed works, equipment, key staff and turnover.
- Price the bill of quantities or the percentage above/below the schedule of rates the notice uses.
- Arrange the bid security (often 2–5% of the estimated cost) as a CDR, pay order or bank guarantee.
- Submit before the deadline and attend the public bid opening.
Documents you will usually need
- PEC registration certificate (valid for the year)
- NTN, active taxpayer status and provincial sales tax on services registration where required
- Experience certificates for similar works
- List of machinery and key technical staff
- Audited accounts or bank statements
- Bid security instrument
Tips from the notices we track
- Read the cost limit of your PEC category before you bid — bids above it are rejected.
- Visit the site before pricing; road jobs are full of hidden quantities.
- Keep experience certificates signed by the employer — they decide technical scores.
