Who issues them

Water and sanitation agencies (WASA) in large Punjab cities, the Karachi Water and Sewerage Corporation, provincial public health engineering departments, metropolitan and municipal corporations, cantonment boards, town and tehsil councils, and development authorities.

Rules and procedure

Provincial and local bodies follow their province's procurement rules; federal and cantonment bodies follow the federal rules and e-PADS. Larger works use two-envelope procedures with technical eligibility checked first.

How to bid

1. Hold PEC registration in a suitable civil category and cost limit for works.
2. Check experience requirements for similar sewerage or water works.
3. Price the bill of quantities, including dewatering and road restoration if listed.
4. Arrange bid security as stated in the notice.
5. Submit before the deadline and attend the bid opening.
