Description / Scope of Work
The National Disaster Management Authority (NDMA) invites electronic bids from eligible firms duly registered on e-PADS for the installation and enhancement of an existing Variable Refrigerant Flow (VRF) System with a capacity of 38 TR at its headquarters in Islamabad, Federal Province. The project will be funded from the National Disaster Management Fund (NDMF) during the fiscal year 2026-27. This is a national competitive bidding procurement conducted in accordance with the Public Procurement Rules 2004, e-Pak Procurement Regulations 2023, and all applicable PPRA guidelines and instructions. The scope of work includes the complete installation and enhancement of the VRF cooling system to improve climate control capabilities at the NDMA facility.
Eligible bidders must be duly registered on the e-PADS portal and meet all criteria specified in the bidding documents. All bids must be accompanied by a bid security in the form of a Pay Order or Demand Draft as detailed in the Bid Data Sheet. The original bid security document along with a hardcopy of the complete bidding documents must be physically delivered to NDMA Headquarters in Islamabad before the submission deadline at 1100 hours on 22 July 2026. Prospective bidders are required to have appropriate registration and must comply with all eligibility requirements outlined in Section IV of the bidding documents.
Interested bidders must register and submit their bids online through the e-procurement portal at https://eprocure.gov.pk. The technical evaluation of e-bids will commence at 1130 hours on 22 July 2026 at NDMA Headquarters in Islamabad in the presence of bidders' representatives who wish to attend. Complete bidding documents including technical specifications, schedule of requirements, standard forms, and contract conditions are available in the detailed tender package. Bidders are advised to review all sections carefully including General Conditions of Contract, Special Conditions of Contract, and Integrity Pact requirements that successful bidders must comply with.
