The Khyber Pakhtunkhwa Public Procurement Regulatory Authority (KPPRA) is issuing this procurement notice for the development of an E-PDD (Electronic Procurement Development Procedure) system to enhance the single-stage two-envelope procurement process in the province. This initiative aims to modernize procurement operations across KPK by establishing a comprehensive digital platform that will streamline bidding, evaluation, and contract management procedures in compliance with KPPRA Rules 2014. The project encompasses system design, implementation, testing, and deployment to support government departments and agencies throughout the Khyber Pakhtunkhwa region in conducting transparent and efficient public procurement activities.
Eligible bidders must possess relevant experience in developing e-procurement systems, government IT solutions, or similar large-scale digital platforms. Bidders are required to hold valid professional licenses and certifications relevant to software development and system integration. A mandatory bid security deposit is required as per KPPRA procurement regulations, and bidders must demonstrate technical and financial capability to complete the project within specified timelines. All submissions must comply with the Active Taxpayer E-PAIDR basket and visible on the KPPRA portal as mandatory prequalification criteria.
Bid documents and detailed tender specifications are available through the KPPRA official portal and can be obtained by registered bidders. Interested parties must submit their proposals to KPPRA offices in Peshawar on or before the closing date of July 22, 2026. Bid opening will occur at KPPRA headquarters following the submission deadline. Prospective bidders should contact KPPRA directly for clarifications on technical requirements, evaluation criteria, and submission procedures.
